Liz Boylan (Principal Consultant)

A collaborative and innovative executive leader, Liz holds deep energy market expertise and relationships across public and private sectors. Informed by price curves from electricity and gas market models, Liz advises private and public sector clients on commercial and policy decisions.  Prior to Oakley Greenwood, Liz worked as a Partner at Deloitte and as a lawyer and policy advisor on energy and environment matters for the federal government.   Liz is results-driven and has delivered complex, multi-million dollar advisory, grant, procurement and work programs for private sector and federal and state governments.

Liz has led numerous flagship energy market reviews including: Victorian Electrification Regulatory Impact Statement (Cost Benefit Analysis and Gas and Electricity Market Modelling), review of WA Onshore Gas Reservation policy, Defence Future Energy Strategy and Low Carbon Liquid Fuels Study, NSW Hydrogen Strategy, Victorian Hydrogen Hubs Study, Beetaloo Sub-Basin Development Study, ARENA Bioenergy Roadmap and Alumina Refining Decarbonisation Roadmap, inaugural Climate Transition Action Plan for one of the Gentailers and assisting an airline with the establishment of their Climate Fund.

Liz is a trusted commercial advisor role to governments, utilities and private sector clients, working for a state government on their  Low Carbon Manufacturing stream as commercial advisor,  conducting a Review of state Government Grant program delivery systems and processes, commercial advisor to a Victorian water utility,  regualtory and  pricing advisor to an NT utility and assisting the Victorian government with a global market sounding and EOI for sale of energy assets. She has provided reviews and roadmaps for large mining and industrial clients on the East coast, including around timing of transmission build requirements.

In a prior role, Liz developed GIS mapping capability, enabling infrastructure location advice via overlapping and prioritising different geographic and infrastructure elements such as water, electricity and gas transmission, energy generation, population, native title and environmental matters.
